The Federal Communications Commission (FCC) regulates the attachment of telecommunications terminal equipment to the telephone network. Rules governing the attachment of terminal equipment are found in FCC Rules, Part 68 and TIA/EIA IS-968.

CCL has been the leader in the testing of telecommunications terminal equipment since the beginning of the FCC Part 68 Registration Program and continues to be a leading laboratory in providing testing services to the telecommunications industry.

In addition, to testing to FCC Part 68, CCL provides testing to various industry standards related to the telecommunications industry. A number of voluntary performance standards have been established, by industry, to improve the quality of telecommunications equipment. CCL provides testing to these standards.

Canada

In Canada, Industry Canada regulates the connection of telecommunications terminal equipment to the telephone network. CCL is approved by Industry Canada for testing to Canadian Standard CS-03 (Standard for Terminal Equipment, Terminal Systems, Network Protection Devices, Connection Arrangements and Hearing Aids Compatibility). CCL provides testing to the complete range of terminal equipment, from simple telephones to complex systems.

CCL takes an active role in the development of rules and test methods in Canada by participating in the Terminal Attachment Program Advisory Committee (TAPAC) and the related working groups. With this participation, CCL is able to maintain an understanding of the latest issues and requirements in Canada.

Europe

The Radio & Telecommunications Terminal Equipment (R&TTE) Directive establishes the optional requirements which TTE must meet before being marketed in the European Community. The specific technical requirements applicable to the TTE Directive will be given in Common Technical Regulations (CTRs).

CCL is able to provide the conformity assessment services needed to for you to obtain the necessary approvals against the harmonized telecommunications standards in Europe.

Japan

The "Telecommunications Business Law" was enacted and put into effect on April 1, 1985, which established the "Technical Standards and Requirements Compliance Approval of Terminal Equipment". This regulation was a major breakthrough in opening the Japanese telecommunications market.

The Japan Approvals Institute for Telecommunications Equipment (JATE) has been designated as the approval agency by the Minister of Posts and Telecommunications. JATE is the sole approval agency in Japan, for the approval of telecommunications terminal equipment.

CCL performs testing to the regulations contained in the Technical Regulations and Technical Conditions.

As part of the total service, CCL provides the test data and test report in Japanese as required by JATE. The test report and supporting documents are submitted through CCL's representative in Japan. CCL's representative acts as a liaison in the application and approval process.

Australia

AUSTEL Lab Equipment

As a result of actions taken by the Australian Communications Authority (ACA), rules have been established which permit the customer to own and connect their own telephone equipment. In addition to establishing the technical requirements, ACA has approved a number of testing laboratories, including CCL, who are authorized to perform the testing and prepare the test report for approval of terminal equipment in Australia.

Hong Kong

The Hong Kong Telecommunications Authority (HKTA) defines the technical standards for telecommunications and radio equipment. CCL can assist, by testing to these standards.

Singapore

The Telecommunications Authority of Singapore (TAS) provides the licensing and regulatory functions for telecommunications equipment. Suppliers are required to carry out technical tests to verify compliance with technical standards and submit test results to TAS. CCL is able to assist you by testing to the Singapore Technical Standards which can be submitted to TAS for equipment approval.
