CCL PROCEDURES FOR JATE APPROVAL

Quote:

CCL will issue a written quote for the JATE project based on the information received from the client. The quote will include the fees for CCL to test the equipment. The quote will also include the JATE application fee and also show the estimated costs for report translating and pre-approval consulting with JATE. The estimated translation cost is based on the client only requesting minimum pages of the user manual to be translated and that the client's QA manual is the format specified in the JATE blue book. If the client wishes the complete manual to be translated and/or the QA manual to be revised, a separate quote will be issued for these services.

Materials:

CCL requires a 50% deposit of the quoted testing fees and estimated translation services. A purchase order is also required. The information and materials listed on page 3 are required by CCL to complete the testing and report. CCL will review the materials upon receipt. If additional information is required, CCL will contact you.

Test Time:

The testing phase of the JATE project is normally completed within two to four weeks of receiving the equipment and support materials. The actual test time is contingent on the equipment functioning correctly for testing (see operation notes), passing the tests, and current CCL work load.

Failures:

If the equipment fails to meet any of the requirements during testing, CCL will notify the client and send a written report outlining the specific problem(s). CCL will work closely with you as needed, to correct the problem(s). The following actions will then be taken:

  1. If the problem(s) are corrected in a short period of time, the testing will continue.
  2. If the problem(s) cannot be resolved in a reasonable length of time, you will be invoiced for the work completed to date on a prorated basis. CCL will continue to assist you to resolve the area of non compliance. A new quote will be issued for the remaining work once the corrections have been made.

Completion:

After the satisfactory completion of the tests, CCL will organize the test data and filing materials into a complete JATE report. An English report will be mailed to the client. The English report is for the clients records.

A final invoice will be sent to the client which will include:

  1. The final balance of the testing fees.
  2. The final balance of the exact translation costs.
  3. The JATE application fee.

JATE Consultation:

Once the report is translated, CCL will take it to JATE for consultation. Consultation is the procedure JATE uses to do an initial review of the report. Questions and requests will be answered during the consultation while others must be dealt with afterward. CCL will inform the client of any JATE requests which affect them. More than one consultation period may be required. Consultations will continue until JATE feels the application report is ready to be submitted. The total amount of elapsed time for the consultations to be completed vary widely from project to project. Some projects only require one half day consultation while others may take several months to complete. If the client provides all the information requested by CCL, then the consultations will be kept at a minimum.

Application Form:

During the consultation period, the completed Japanese version of the application form will be sent to the client for final signature from an officer of the company. The client must sign the application and return it to the specified address of CCL's associate in Japan.

JATE Submission:

CCL will make the official report submission when the following items have been satisfied:

  1. All questions and requests from JATE during consultations have been answered or supplied.
  2. CCL's associate has received the signed Japanese application form.
  3. CCL has received payment on the submitted invoice.

CCL will submit the report and make payment of the JATE fee.

Application Review Time and Project Completion:

If the above process is used, JATE will approve the application between one to four weeks from the time they receive the application. JATE will issue the applicant a certificate and labels (if requested). CCL will supply the client with the final Japanese version of the report for the client to keep on file.

MATERIALS REQUIRED FOR JATE APPROVAL

The following is a list of items that CCL requires before testing to JATE requirements can be completed. If CCL is providing only the measurement data for a JATE application, only the first seven items are needed by CCL. If CCL is requested to prepare and submit the report to JATE, then all the items listed must be.

  1. Equipment: One (1) set minimum, two (2) sets preferred. The accessories, operating equipment and software must be included. In the case of equipment which requires a response from the opposite-end equipment in order to function properly (such as a modem), two sets are required for testing.

    The equipment must be prepared to perform as outlined in the accompanying Operation Notes.
  2. Installation and operation instructions as specified in the Operation Notes.
  3. User operating/installation manual. Complete draft copies are acceptable.
  4. Client contact name, address and phone number.
  5. Complete model number(s) and/or trade name(s) of equipment to be approved. In the case of multiple models, a description of the differences between the models should be included.
  6. Applicant name and address.
  7. Complete schematic diagram(s).
  8. JATE requires that the president or director of the company making application sign the JATE application form. CCL must know the name and title of the person signing the form.
  9. A block diagram showing the connection of major sections of the equipment. Major sections include such things as DTMF generator, Busy Tone Detection, Ring Detection , RAM and Speakers.
  10. As instructed by the applicant, JATE will either provide to the applicant with labels containing the JATE approval number or JATE will allow the applicant to place the approval number on their own product label. JATE must know the quantity of labels desired if they are to provide the labels.

    A diagram of the JATE label must be placed in the report. The label must contain the model number of the equipment, the applicant name, the JATE approval number and the JATE mark (CCL has instructions and example of the required JATE label.) Please provide the proposed JATE label for the device. The client may request CCL to prepare the label for the report submission. If CCL prepares the label, the applicant is still obligated to correctly prepare the JATE label and place it on the units before selling them in JAPAN.

  11. External views of the equipment (front, side top and back and any side containing a connector.) The drawings should be kept simple but must include dimensions, the JATE label location and any external connectors.
  12. JATE requires the applicant=s and manufacturer=s quality assurance program or copy of an ISO certification.

OPERATION NOTES

In order to expedite the equipment evaluation process, the equipment should be configurable in certain operating conditions, as required for testing. The following are specific operation requirements for the equipment:

  1. The gain of amplifiers in the receiving circuitry must be specified.
  2. An off-hook silent mode should be provided for return loss measurements.
  3. For equipment which automatically detects an answer from the called equipment (e.g., a modem), the means of adjusting the time that the equipment waits for a response must be specified.
  4. Equipment which transmits data and/or facsimile signals, the unit must send an all ones signal, an all zeros signal and a random one to one signal for FSK signaling and either an all ones or all zeros or random signal for all other signally types.
  5. The power supply which will be used with the equipment must be provided for evaluation. For equipment which is intended for use in different host devices (e.g., a modem card that is intended for use in more than one model PC), each possible representative host device must be evaluated.
  6. For equipment which provides a handset, a description of the acoustic shock prevention circuitry should be provided.
  7. For equipment which provides a blind dialing function, the means by which the delay time may be adjusted must be specified.
  8. For equipment which automatically redials a number, the redialing sequence must be specified. NOTE: JATE requires the equipment to meet the redialing requirement under all possible equipment configurations. Equipment which allows this function to be controlled by a separate module (e.g., a modem which allows redialing to be controlled by the DTE) will not comply with JATE's requirements.
  9. Dial pulses must be tested at all applicable speeds (10 pps and/or 20 pps).
  10. Equipment which provides a pulse dial function must be capable of being placed in both the make and break states for evaluation of those conditions.
  11. If the equipment generates short duration or non-continuous signals, a test mode should be provided for the generation of continuous signals (five seconds minimum), to allow accurate measurements to be made.
  12. If the equipment provides a signal level adjustment feature, the means of adjustment must be specified.
  13. For the evaluation of crosstalk, equipment which provides multiple circuits must allow the connection of test equipment to two lines simultaneously, in all possible circuit positions and arrangements.
