NEW PART 68 APPLICATION GUIDE - The latest version of the Part 68 application guide is now available. The application guide is maintained by the Telecommunication Industry Association (TIA) TR 41.11. FCC RENEWS AND AMENDS CHARTER OF NETWORK RELIABILITY AND INTEROPERABILITY COUNCIL
The Federal Communications Commission has renewed and amended
the charter of its advisory committee, the "Network Reliability
and Interoperability Council" (the "Council").
Under the amended charter, the Council will evaluate, and report
on, the reliability of public telecommunications network services
in the United States, including the reliability of packet switched
networks. The Council will make recommendations concerning technical
standards that will insure spectral compatibility in wireline
networks and facilitate the deployment of xDSL and associated
technologies. The Council will also prepare recommendations concerning
the development of spectrum management processes within the wireline
network to facilitate competition among CLECs and ILECs that use
different technologies while still maintaining network integrity.

YEAR 2000 DEADLINE FOR COMPLIANCE WITH COMMISSIONS REGULATIONS REGARDING HUMAN EXPOSURE TO RADIOFREQUENCY EMISSIONS
On August 25, 1997, the Commission adopted the second of two
Orders finalizing its rules regarding compliance with safety limits
for human exposure to radiofrequency (RF) emissions (FCC 97-303,
12 FCC Rcd 13494, 1997). The effective dates for implementation
of the revised rules were August 1, 1996, for devices subject
to equipment authorization, such as cellular and PCS telephones,
and October 15, 1997, for other transmitting facilities and operations
(except the Amateur Radio Service for which the effective date
was January 1, 1998). For devices, facilities and operations authorized
or licensed by the Commission prior to the appropriate effective
date, the following provision was adopted: "All existing
transmitting facilities, operations and devices regulated by the
Commission must be in compliance with the requirements of paragraphs
(b)(1) through (b)(3) of this section by September 1, 2000, or,
if not in compliance, file an Environmental Assessment as specified
in §1.1311." [47 CFR 1.1307(b)(5)] If such an Environmental
Assessment ("EA") is required, the obligation to file
it would fall upon the licensee presently holding the permit or
license to transmit, or the party presently holding the grant
of equipment authorization.

TCBs
Message from the FCC on TCB Program Implementation:
"I would appreciate you advising your constituents that
the date for the designation for the first group of TCBs has slipped
from March 1, 2000 to about mid-May, 2000. I learned about
this last week at a meeting between the technical assessors, ANSI,
NIST and the FCC. The slippage is due to the fact there
are 13 prospective TCBs that need to be assessed and we must allow
each entity 30 days time to correct any deficiency noted during
the assessment process. Given the fact that we expect to
designate the TCBs as a group to avoid any unfair advantage, we
are forced to defer designation until mid-May, 2000. We
recognize that this slippage may disappoint some manufacturers
and others, but please be assure that we are making every effort
to speed the process. We are also taking a number of steps
to reduce the backlog of applications for certification currently
at the laboratory. We will keep everyone informed of any
developments in this process."

Over the last several months, there has been a major change in
the certification procedures for ADSL, such that now, via a relatively
simple administrative process, you can obtain Part 68 certification
for your ADSL equipment. The FCC has recently taken the position
that ADSL equipment is required to be certified under FCC Part
68.

Europe's New R&TTE Directive
April 2000 will see the "coming into effect" of the
R&TTE Directive. This will change the way in which manufacturers
demonstrate product compliance. This article explores the
differences between this new directive and existing legislation
and asks, "What's going to change?"
Quality - The Key to Complying
with the R&TTE Directive
Manufacturers are becoming concerned about compliance with the
new R&TTE Directive. Some see the R&TTE Directive as an
impediment to meeting both profit margins and product quality.
This article demonstrates that these objectives need not be mutually
exclusive.
An updated list of standards harmonized under the EMC Directive
from the January 25, 2000 OJ is available.

JATE is no longer publishing their books (commonly known as the
Green, Blue and Yellow books) in paper format. Copies of the new
forms (Japanese, Word 97) can be downloaded from their Homepage.

These new forms reflect last year changes in the Telecommunication
Business Law, and the re-classification of some digital services
(Such as part of the ISDN) from the Technical Requirements (Carriers)
to the Technical Conditions (MPT) Now, at the present time, the
use of the old forms is still accepted.
JATE will no longer provide English versions (soft or hardcopies)
of the above-mentioned documents.
