ADSL FCC PART 68 WAIVER
The Telecommunication Industry Association (TIA) is working on a guidance document to assist manufacturers in filing for a waiver to permit registration of ADSL equipment under FCC Part 68. A number of manufacturers have filed requests for waiver already and two products have been approved to date. For more information contact Anh Wride, Chair TIA TR41.9 at atw@cclab.com.

TCBs
The FCC is continuing to develop the Telecommunication Certification Body (TCB) program. Training for the new program is scheduled December 6 – 10, 1999 in Washington, DC. It is still anticipated that the program will be up and running by March 1, 2000. Parties interested in submitting applications for certification under the TCB program to Communication Certification Laboratory should contact CCL’s Certification Manager at tcb@cclab.com.

BLUETOOTH
In the September 1999 issue of the "Bluetooth Signal" it was reported that the Bluetooth Special Interest Group (SIG) now comprises more than 1000 members. A number of events are scheduled this fall. Check out the latest information at http://www.bluetooth.com

R&TTE DIRECTIVE

 ------------------------------ ASIA - PACIFIC ------------------------------

Designations for Taiwan are now official. Under the APEC MRA, Chinese Taipei – Bureau of Standards, Metrology, and Inspection (BSMI) has acted to formally validate EMC test laboratories in the United States for submitting test reports. The names of all validated and nominated laboratories will be posted on the NIST website at http://ts.nist.gov/mra under the "Asia" category.

CHINA
This report titled "MAJOR PRODUCT CERTIFICATION AND LICENSING SYSTEMS IN CHINA" by Michael J. Wang, provides information regarding China's certification and licensing systems. Provided with permission and credit to Michael Wang.

 

------------------------------ LATIN AMERICA ------------------------------

The Mexican Government has made a proposal to terminate the CITEL MRA. The critical sentence in the proposal is contained in the very last section of the lengthy paper.   It reads:

"Based on all of the above, we believe that the current proposal to reach an Inter-american mutual recognition agreement for conformity assessment related to standards, technical regulations and conformity assessment procedures applicable to telecommunications equipment OUGHT NOT TO BE at the governmental level......etc. etc."

[Con base en todo lo anterior, consideramos que la actual propuesta para lograr un Acuerdo interamericano de reconocimiento mutuo sobre evaluación de la confor midad respecto a normas, regulaciones técnicas y procedimientos de evaluación de la conformidad aplicables a equipos de telecomunicaciones, no debiera ser a nivel de Gobiernos...]

Negotiators from the State Department and the US Trade Representative's Office are now considering potential strategies to counteract Mexico's proposal.
