August 17, 1999. FCC Provides Further Information on the Accreditation Requirements for Telecommunication Certification Bodies, GEN Docket 98-68. See Public Notice DA-99-1640 for details.
August 9, 1999. Stutter Dial Tone is reconsidered in FCC Order NSD-L-98-154. As a result of this reconsideration the FCC has changed some of the performance conditions for stutter dial tone detection devices (SDTTDDs). See DA 99-1542.
July 30, 1999. FCC grants Nortel’s Petition for waiver of Section 68.308(e)(1) of the Commission’s Rules to allow the registration of the NORTEL 1 MEG MODEM. See FCC Notice DA 99-1350.
July 12, 1999. FCC changes rules for radio frequency (RF) lighting devices. 47 CFR Part 18. See ET Docket No. 98-42, FCC 99-135 for details.
June 24, 1999. Lucent petitions for waiver of Section 15.319 of FCC Part 15. Lucent filed a petition for waiver in order for its wireless PBX system to operate in the entire1910 to1930 MHz PCS band. See Public Notice DA 99-1242 for details.
June 23, 1999. Lucent Technologies, Inc., files petition for waiver of the volume control requirement contained in 47 C.F.R. § 68.6 for its Explosive Atmosphere ("EA") telephone. See FCC Notice DA 99-1232.
June 10, 1999. FCC holds Open Fora on July 12-13 for discussion of 47 CFR Part 68. See Public Notice DA 99-1108 for details. To submit written comments, make reference to CC Docket 99-216.
June 9, 1999. FCC revises E911 rules to ensure compatibility with Enhanced 911 Emergency Calling Systems. See Order DA 99-1126 for Details (CC Docket 94-102, RM-8143)
Changes to CS-03 and CP-01. Industry Canada has released Amendment 4 to Certification Procedures CP-01 and Amendment 2 to Certification Standard CS-03. BLUETOOTH
A set of technologies (hardware, software and open standards) that will allow devices within close range to recognize and connect automatically to one another wirelessly using radio frequency. Bluetooth can handle both data and voice communications. In the July 1999 issue of Bluetooth Signal it is reported that the "Full Qualification Program is targeted for mid-2000, provision is made to manage the introduction of "early products" to promote the development and spread of Bluetooth enabled devices." Communication Certification Laboratory will be able to assist manufacturers qualify their products under the "Bluetooth Qualification Program and is seeking to be classified as a "Bluetooth Qualification Test Facility (BQTF)."
TCBs
Telecommunication Certification Bodies (TCBs) were created by the Federal Communications Commission on December 17, 1998. Progress is being made to implement this program. See TCB Update: Forces For Change in the World of Conformity Assessment.
To take advantage of the TCB Program, manufacturers need to start preparing to submit applications directly to TCBs. It will be necessary for manufacturer and independent testing laboratories to demonstrate their competence to the TCB that they will be submitting to. Communication Certification Laboratory is in the process of being accredited to ISO/IEC Guide 65 in order to operate as a TCB. CCL will be qualifying interested parties so that they may submit test reports and applications for certification.

R&TTE DIRECTIVE

US-EU MRA
With significant changes taking place in the area of telecommunications conformity assessment, there have been several meetings this spring to discuss the related issues. A series of meetings were held in Washington, DC on April 27-28, 1999 in conjunction with the workshop required by the US-EU Mutual Recognition Agreement. New Immunity Standards in Force - July 1, 2001
Two Immunity Standards published by the Official Jornal (OJ) will affect manufacturer compliance to the EMC Directive for Europe. The generic immunity standard EN 50082-1:1992 has been revised and published in the OJ as EN 50082-1:1998. Another new standard published is the EN 55024:1998, Immunity of Information Technology Equipment (ITE) which supercedes the generic standard. Compliance to these standards becomes effective July 1, 2001. For details see New Immunity Standards in Force - July 1, 2001.

ADSL FCC PART 68 WAIVER GRANTED
The Federal Communications Commission (FCC) has opened the door for equipment registration of ADSL type products by granting waiver requests from both Nortel Networks and Paradyne. Communication Certification Laboratory (CCL) can assist manufacturers with filing the supporting application, test report and waiver request for ADSL equipment registration with the FCC. APEC MRA
Recently there was an APEC meeting in Singapore where it was reported that there are eight (8) APEC economies that are ready to move to Phase II of the agreement. Phase II refers to product certification. The eight economies are Australia, Chinese Taipei, Singapore, Korea, Japan, Canada, Hong Kong and the U.S.
